Facts:
• Anyone can refer - doctors, family members, community agencies, etc.
• Progress Center is funded by the local school districts, various state and federal
agencies, and can bill private insurance or Medicaid directly.

Which children should be referred?
•  Children with an "established risk": Down syndrome, spina bifida, etc.
•  Children with a "biological risk": prematurity, multiple medical interventions,
     failure to thrive, etc.
•  Children at "environmental risk": socioeconomic stresses, parenting/bonding
issues, lack of opportunity and/or stimulating environment, etc.
Process:
The Intake Coordinator completes a home assessment with Denver Developmental II screen and history.  If there are no developmental concerns, a recommendation for enrollment in the Tracking Learning Children (TLC) is made.  If there are developmental concerns, a recommendation for a full team evaluation at Progress Center is made.

The full team evaluation occurs at Progress Center using standardized tests for each of six areas: Communication, fine motor, gross motor, cognition, adaptive, and personal-social development.  A child qualifies for early intervention services if there is:
    1.  a 25% (or greater) delay, or
    2.  a standard deviation greater than -1.5 in any of these areas, or
    3.  if the child has a diagnosis that puts him/her at risk for developmental
         delay.

The evaluation team recommends a program, with family input, to address any area(s) of qualification.  This program may include direct therapy provided in-Center and home visits by teacher to assist in carryover of therapies by family. The teacher can also assist with parenting skills, safety issues, toilet training, immunization compliance, and other typical developmental challenges.

Additional Progress Center Services:
•   Parent support groups for families of children with special health care needs.
•   MTI PhotoScreener for children less than four years or with developmental
disability and hearing screening using an OAE and tympanogram.
•   Behavioral assessments and therapeutic play techniques, utilized on a
     limited basis.
